PROFESSIONAL SUMMARY 

IT professional with over 33 years of government service providing telecommunication solutions to the Department of Defense (DoD). I have experience in the disciplines of Systems Engineering, Network Engineering, Engineering Design, Customer Requirements Analysis, Optical Networking, Voice Engineering, Video Engineering, Test/Evaluation Engineering, and Program Management. 

A standing member of the Defense Acquisition Corp with the following Defense Acquisition University certifications, level III IT acquisition, level III SPRDE, and level II program management.

PROFESSIONAL EXPERIENCE  (Retired June 30, 2019)

Special Projects Systems Engineer for Command Staff

Served as the Senior Systems Engineer at the staff level I am responsible for communicating the technical intent for the engineering workforce across the command.  As I collaborate with various programs whether through technical reviews or technical documentation reviews I provide the commands intent and expectation for technical excellence.  I served as the technical advisor to various Marine Corps programs and projects. I am responsible for ensuring technical conformance of all engineering products and design solutions. 

Senior Systems Engineer responsible for evolving the Command’s Cyber culture and its alignment with the acquisition process.  I assist the Command Staff with strengthening of cyber defensibility and mission assurance by supporting the Command Cyber-Strategy for training and retention of a well-trained Cyber work-force.  I provide technical leadership to the Marine Corps Enterprise Network in the area of Cyber defense by acquiring appropriate Cyber/IT acquisition and analyzing Cyber threats to create a fortified security posture. 

Lead for Cloud Transformation and Application Rationalization

Senior systems engineer responsible for the acquisition engineering process to ensure the  USMC is positioned to successfully transfer to Cloud Technology.  I am responsible for how the Corps is to transition to commercial Cloud and assisted in the creation of the USMC Cloud Governance policy for adherence and discipline in formulating transition plans and optimization of existing applications.  Worked closely with Amazon Web Services and MicroSoft on deployed Cloud technology (Snow-ball, Azure)  to identify possible solutions for the tactical arena within MARFOR Area of Responsibility (AoR).

Lead Systems Engineer USMC Classified Network

Served as Lead Systems Engineer for the United States Marine Corps classified network, Responsible for upgrading an existing classified environment with technology modernization, technology refresh, and technology insertion. The scope of this project spans the entire global Marine Corps community, and has the direct interest of Marine Corp Commandant.  I represented the single technical voice for the program office and the user community when it comes to the design/redesign of the SIPRNet network

Defense Information Systems Agency

Deputy Program Manager, Joint IP Modem 

Responsible for focusing on the design and implementation of the first standard IP SATCOM modem for the Department of Defense. The Joint IP modem initiative will be the first open standard IP SATCOM modem with transmission security, this secure modem will allow for better transmission security of sensitive military information and signaling. I am responsible for ensuring that all engineering and management task are within scope and on target for delivering the secure modem capability. Upon successful completion of the Joint IP modem, I will assist the DoD/NII in establishing a DoD Directive for the COCOMS and services to transition to this new SATCOM modem standard. 

Deputy Chief Technology Officer, Network Services 

I am responsible for focusing on scientific and technical issues within my organization. Essentially, I am responsible for the transformation of capital- be it monetary, intellectual, or political- into technology in furtherance of my Directorate and Agency objectives.  The evolution of the Defense Information Systems Network is currently my key focus, the objective of the DISN evolution is to align business and IT services within the Directorate, thus enhancing our product offerings.

Deputy Director (Acting), Network Services

Served as a senior operations technical network expert on the Defense Information System Network (DISN) for Defense Information Systems Agency (DISA)-managed terrestrial networks. My responsibilities include planning, resourcing, implementing, sustaining, and evolving networks that provide information superiority to the Commander-in-Chief (CINC), the Office of the Secretary of Defense, Combatant Commanders, the Joint/Combined Task Force, the military Services, and federal agencies. 

Program Manager, DISN Video Services ( $52M program)

I successfully served as Program Manager (PM) for a DoD global video teleconference (VTC) capability. The DISN Video Services (DVS) is responsible for managing and overseeing worldwide VTC for DoD, as well as Federal Government Departments, Agencies, and authorized allies, and is designed to provide responsive and reliable conferencing services to the warfighter and supporting activities. The program is actively transitioning the legacy DVS-G services to DVS, 2nd Generation (DVS-II) to provide increased service reliability, new functions and features, and enhanced technological capabilities over Internet Protocol (IP). The transition will also focus on converting from a commercial leased and managed service to a government owned and operated service.

Telecommunications Manager

Served as the Transport Engineering Branch (TEB) Chief for the Global Information Grid – Bandwidth Expansion (GIG-BE) Combat Support Group, I managed and directed engineering enhancements and revisions for the DISN Transport Networks (DTNs). The TEB provided sustainment engineering support for the DTNs and also focused on advanced technologies for future enhancements. I successfully led the TEB in transition and successful integration, interoperability, and engineering of the DISN legacy services into the GIG-BE. As chairman of the Transport Configuration Control Board (TCCB), I was responsible for approval and disapproval of engineering enhancements to the DTNs. The TCCB continues to be recognized worldwide as the enforcement body for security and engineering enhancements for the DTNs. The construct and procedures of the TCCB have been adopted by the DoD and GIG-BE configuration control boards.

Electronics Engineer

As the Test Engineer for Advanced Technologies, I performed assessments and evaluations of leading-edge voice services. I was influential in design, development, and integration with commercial vendor products and demonstrated the interoperability of the DSN with leading-edge commercial technology. I was instrumental in spear-heading the insertion of the Nortel Magellan Passport ATM switches into the DSN. The certification and network insertion provided the DoD with a 70% cost savings within the DoD voice network architecture.
