Mr. Flowers retired from federal service after 33 years of employment, In his 33 year tenure, he has held numerous positions of leadership and accountability. Carl massed a portfolio of leadership and management positions, including Lead Technical Engineering Management, Program Management, Deputy Director, Deputy Chief Technology Officer, and Lead Systems Engineer; while providing telecommunication solutions to the Department of Defense (DoD). His experience ranges in many disciplines of Systems Engineering, Network Engineering, Engineering Design, Optical Networking, Voice Engineering, Video Engineering, Test/Evaluation Engineering, and Program Management. He is a standing member of the Defense Acquisition Corp with the following DAU certifications, Information Telecommunications Acquisition level III, Program Management level II, and SPRDE level III.
From 1986 through 2019, Mr. Flowers has massed a number of key government positions to include, Program Manager for a Global DoD Video Conferencing System, Deputy Director for a Global DoD Information System, Deputy Chief Technology Officer for a Global DoD Information System, and Systems Engineer managing programs with revenues in excess of $3.2 billion/yr. In addition, Mr. Flowers was an integral member of the Global Information Grid congressional panel for DoD expansion. He served as a subject matter expert for DoD communications and infrastructure build out. Mr. Flowers was instrumental in establishing the first leg of internet connectivity on the east coast with the routing and switching installation at the National Science Foundation in Adelphi Md.
The July 3, 2020 incorporation of Inspired Technical Solutions was a long term vision for Mr. Flowers and his family, the dream of having your own company designed to focus on assisting the Federal and State technical employees with advancement in the information technology arena.
